Permits Decide Whether A Tahoe STR Even Works

Permits decide if a property can rent at all, whatever the cabin looks like. A pretty cabin with no permit stays a second home.

Permits rarely transfer with a sale, and caps are tightening across the basin. So eligibility must be checked parcel by parcel before an offer, using the Lake Tahoe STR rules by county. In Tahoe, a missing permit can cut a property's value the day the rules change.

South Shore And North Shore: Different Rules, Different Math

The two shores run separate systems, so the math changes by address. The City of South Lake Tahoe is approaching the maximum number of VHR permits under South Lake Tahoe's 900-permit cap. New applications go on a waitlist as of August 21, 2026. Read that cap carefully before you shop: it applies only to residential zones. Commercial, recreational, and tourist-core zones carry no cap at all, so the same city can be closed to you on one street and open on the next.

North Shore rules differ again. Placer County reports that a 30-night minimum rental requirement begins once Placer County's 3,900 STR cap is reached, excluding owner-occupied STRs.

The Nevada side runs its own Washoe County's STR permit system. Washoe County accepts Tier II permit applications on the 8th of each month under Code Chapter 110, Article 319.

Taxes You Actually File: TOT By Jurisdiction

Transient occupancy tax is a real monthly filing an operator handles. Filing it every month proves you actively run a rental.

Rates differ by jurisdiction, and you owe them from the first booking. Measure P took effect January 1, 2017 and added two points citywide in South Lake Tahoe, taking lodging that collected 10% to 12% and lodging that collected 12% to 14%. Most of the city sits at 12%, while the redevelopment area sits at 14%, so confirm the rate for your specific address rather than assuming the higher one. In Truckee, Truckee's 14% guest levy takes effect July 1, 2026, combining a 12% TOT and a 2% Tourism Business Improvement District assessment.
