What Is the IVGID Recreation Fee, and Does It Come With an Incline Village Home? (2026)

Real Estate Tahoe's short answer: the IVGID recreation fee is a per-parcel levy on the Washoe County property tax bill, $1,530 for the 2026-27 year ($1,385 recreation plus $145 beach), that funds Diamond Peak, the two golf courses, the Recreation Center, tennis and the beaches. It comes with the parcel, not the buyer, so every Incline Village home pays it and the new owner gets five passes or punch cards. Whether the home also comes with beach access depends on whether the parcel was inside the District on June 4 1968, which about 550 parcels were not. Real Estate Tahoe checks the beach-deed status on the tax bill for every Incline home it shows and prorates the fee in escrow.

What the IVGID fee is and what it funds

The Incline Village General Improvement District (IVGID) owns and runs the recreation facilities in Incline Village and Crystal Bay, on the Nevada side of Lake Tahoe in Washoe County. It funds them partly through a levy "collected from property owners within the District through a levy placed on their property tax bill", which the Washoe County Tax Collection Office collects on IVGID's behalf. It is not a membership: if you own a parcel, you pay.

The money covers debt, capital expenditures and operations for the District's recreation and beach facilities. IVGID Ordinance 7 lists them: beaches, parks, playgrounds, athletic fields, trails, Nordic and alpine ski areas, golf courses, recreation centers, tennis and pickleball courts. The named venues are Diamond Peak, the Chateau, Aspen Grove, the Recreation Center and the District golf courses.

The tax bill carries two lines, "Recreation Facility Fee" and "Beach Facility Fee" (IVGID billing release, July 2025). About 550 parcels carry only the first line. For 2026-27 the two lines total $1,530, up from $1,375. The District says the increase is "to ensure the District regains financial sustainability" after earlier reductions depleted reserves, and names the Incline Beach House and Snowflake Lodge projects.

The 1968 beach deed: how to check whether a parcel has beach access

The beaches came to the District by a deed made June 4 1968, "for the use of property owners and their tenants ... and ... the guests". Ordinance 7 ties beach access to that date: only parcels located within the District as of June 4 1968 that pay a Recreation Fee including the Beach Facility Fee are eligible. A parcel annexed later, wherever it sits, pays the Recreation Fee, gets golf, ski, tennis and pickleball, hunting, recreation programs and the Recreation Center at reduced rates, but not the beaches, and pays no Beach Facility Fee.

This is why "Incline Village address" is not the test. Two homes a few doors apart can differ. The only question is where the District boundary sat in June 1968.

Two ways to check a parcel:

  • Read the Washoe County tax bill. A beach-deeded parcel shows a Beach Facility Fee line; a non-beach parcel shows only the Recreation Facility Fee line.
  • Call IVGID Parks and Recreation at (775) 832-1207 to confirm a parcel's status. There is no public online parcel lookup.

What the five passes and punch cards get you

Each parcel that pays the fee receives "a combination of IVGID Picture Passes and Recreation Punch Cards, totaling five", and the owner may buy additional cards. A Picture Pass is personal to the holder. A Punch Card is issued against the parcel, worth $173 on a beach parcel and $157 on a non-beach parcel for 2026-27.

Punch Cards cover the guest rate for daily beach access, daily watercraft and jet ski launching, and the pass-rate difference at golf, ski, the Recreation Center and tennis. A replacement Picture Pass costs $15; lost Punch Cards are not replaced.

Guest beach fees are $18 for an adult, $10 for a child aged 6 to 17, free under 6. Guests can use the beaches only with a pass holder with beach access or on a Punch Card with a balance, and no more than 15 guests per parcel may accompany a pass holder in a day.

Renters and short-term guests

The District draws the line at six months. A tenant with a lease of six months or more is eligible for an Assignment of Recreation Privileges: the owner signs the "Assignment of Recreation Privileges for Renter/Tenant form" and the tenant supplies a copy of the current, valid lease. A tenant with a lease under six months "is not deemed to be a Resident" and gets no pass or Punch Card.

The commercial rule is stricter. "No IVGID Recreation Pass Holder with Beach Access shall market or authorize the marketing of Beach Access for any commercial purpose", and owners cannot sell beach access or receive compensation for it.

For a short-term rental buyer that means three things. Your guests never get beach passes. You may not advertise the beaches as a feature of the rental. Your guests can still enter as your guests, at the guest rate or on your Punch Card balance. Price the property on that basis, not on "private beach access". The Washoe County permit is a separate question, covered on our Incline Village Airbnb permit page; as everywhere around the lake, an existing STR permit does not transfer to a buyer.

What happens at closing

The fee runs with the parcel, not the person, so there is nothing to apply for and nothing the seller can withhold. Escrow prorates it like property tax.

The cards do not follow the seller. Punch Cards are issued against the parcel and on transfer "will be invalidated regardless of the balance remaining". New cards are issued to the new owner on request, but the old cards must be returned or an Ownership Transfer Fee set by the District applies; the amount is not published. Picture Passes are personal and non-transferable, so the buyer gets fresh ones. Fees must then be paid by October 1 each year to keep the privileges.

The four beaches and Diamond Peak

Ordinance 7 defines "Beaches" as Incline Beach, Burnt Cedar Beach, Ski Beach and Hermit Beach. In short:

  • Burnt Cedar Beach: heated pool, playground, snack bar (venue page).
  • Incline Beach: sand beach, picnic areas, playground, paddle and kayak launch.
  • Ski Beach: boat launch, bocce, volleyball (venue page).
  • Hermit Beach: small beach east of Incline Creek beside the Hyatt.
  • Diamond Peak: opened November 19 1966 as Ski Incline, still "a community-owned resort" (Diamond Peak). Every parcel, beach or not, gets the reduced rates there.

The 2025 billing error and the 2026-27 increase

The 2025-26 tax bills went out with the two fee lines transposed. Corrected bills were mailed and the penalty-free payment window was extended to September 8 2025 (Washoe County Treasurer letter, July 28 2025). The total that year was $1,375, split $720 recreation and $655 beach.

For 2026-27 the total rose to $1,530 and the split changed: Recreation Facility Fee $720 to $1,385, Beach Facility Fee $655 to $145. A non-beach parcel therefore pays $1,385 rather than $720, while a beach parcel pays $155 more than last year. The District's stated reason is regaining financial sustainability after earlier reductions depleted reserves, plus the Incline Beach House and Snowflake Lodge projects.

Is the IVGID fee prorated at closing?

Yes. The fee is billed with property tax and escrow prorates it the same way, so the buyer reimburses the seller for the unused part of the year. The seller's Punch Cards are invalidated on transfer regardless of balance, and new cards are issued to the buyer on request once the old ones are returned.
